Felicia SOONG is a Counsel in the Restructuring & Insolvency Practice.
Her main areas of practice include litigation relating to commercial disputes, restructuring and insolvency. She has advised debtors and creditors in multiple restructuring and insolvency matters, including court-supervised restructurings and has acted for insolvency officeholders such as liquidators and judicial managers.
Felicia graduated from Singapore Management University in 2017 and is admitted to the Singapore Bar.
Matters of significance in which Felicia has been involved in include acting for the following:
- Oversea-Chinese Banking Corporation Limited before the Court of Appeal in defending a claim commenced by an energy trading company seeking payment under a letter of credit for a sum exceeding US$30 million (reported in Winson Oil Trading Pte Ltd v Oversea-Chinese Banking Corp Ltd and another appeal [2024] 1 SLR 1054).
- Terraform Labs Pte Ltd in securing recognition of its reorganisation proceedings commenced under chapter 11 of Title 11 of the United States Code and chapter 11 liquidation plan in Singapore (reported in Re Terraform Labs Pte Ltd [2025] SGHC(I) 4).
- Liquidators of the Greatearth group of construction companies which were the contractors for multiple construction projects valued in excess of S$800 million with key government agencies in Singapore such as the Housing Development Board, National Environmental Agency, JTC Corporation and Land Transport Authority.
- Oversea-Chinese Banking Corporation Limited in respect of its cargo claims following the liquidation of Hin Leong Trading Pte. Ltd. (involving liabilities in excess of US$3.5 billion).
- The majority creditor and white knight investor of an SGX-listed company incorporated in Bermuda in the company’s restructuring (involving liabilities in excess of S$26 million), including successfully assisting the creditor in obtaining leave of Court for its funding to be accorded super-priority.
- Creditors of distressed companies such as Brightoil Petroleum Singapore Pte Ltd, Intra Asia Trading Pte Ltd, Swee Hong Limited (formerly listed on SGX) and KH Foges Pte Ltd, including advising them on issues involving section 211B Companies Act moratoriums (now section 64 of the Insolvency, Restructuring and Dissolution Act 2018), super-priority rescue financing and schemes of arrangement.
